8plates plate for a vehicle registered on the basis of gross weight.

AB224,15,2513 341.145 (3) In addition to the regular application fee provided under s. 341.25
14(1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized
15registration plate issued on an annual basis shall pay a fee of $15 for the issuance
16of the plate and $15 in each succeeding year to maintain the plate. In addition to the
17regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
18applicant for a personalized registration plate issued on a biennial basis shall pay
19a fee of $30 for issuance of the plate if the plate is issued during the first year of the
20biennial registration period or $15 for issuance of the plate if the plate is issued
21during the 2nd year of the biennial registration period. The fee to maintain a
22personalized plate issued on a biennial basis is $30. The fee for reissuance of a
23personalized plate shall be $15 for an annual registration and $30 for a biennial
24registration. An applicant for a personalized plates plate issued under sub. (1) (b)
25or (c) shall not be required to pay the fee for initial issuance of the plates plate.

AB224,16,32 341.145 (5) (b) In addition to the regular application fee, pay a $4 fee for the
3issuance of a replacement plates plate; and

AB224,16,155 341.145 (8) The department may cancel and order the return of any
6personalized registration plates plate issued which contain contains any
7combination of letters or numbers, or both, which the department determines may
8carry connotations offensive to good taste and decency or which may be misleading.
9Any person ordered to return such plates a plate under this subsection shall either
10be reimbursed for any additional fees they paid for the plates plate for the
11registration year in which they are recalled, or be given at no additional cost a
12replacement personalized registration plates plate, the issuance of which is in
13compliance with the statutes. A person who fails to return a personalized
14registration plates plate upon request of the department may be required to forfeit
15not more than $200.

23attached to the front of the vehicle if the design or use of the vehicle is such as to make
24a plate attached to the rear difficult to see and read.
AB224, s. 46 25Section 46. 341.15 (1g) of the statutes is created to read:

1341.15 (1g) The owner of any vehicle for which 2 registration plates were issued
2before the effective date of this subsection .... [revisor inserts date], may remove and
3destroy one registration plate from the vehicle but is not required to do so until such
4time as the department issues a new plate upon the renewal of registration of the
5vehicle. If a person removes and destroys one plate, the remaining plate must comply
6with the requirements of sub. (1).
AB224, s. 47 7Section 47. 341.15 (2) of the statutes is amended to read:
AB224,17,138 341.15 (2) Registration plates A registration plate shall be attached firmly and
9rigidly in a horizontal position and conspicuous place. The plates plate shall at all
10times be maintained in a legible condition and shall be so displayed that they it can
11be readily and distinctly seen and read. Any peace officer may require the operator
12of any vehicle on which plates are a plate is not properly displayed to display such
13plates
the plate as required by this section.
AB224, s. 48 14Section 48. 341.16 (1) (a) of the statutes is amended to read:
AB224,17,1915 341.16 (1) (a) Whenever a current registration plate is lost or destroyed, the
16owner of the vehicle to which the plate was attached shall immediately apply to the
17department for replacement. Except as provided in par. (b) and sub. (2m), upon
18satisfactory proof of the loss or destruction of the plate and upon payment of a fee of
19$2 for each the plate, the department shall issue a replacement.
AB224, s. 49 20Section 49. 341.16 (1) (b) of the statutes is amended to read:
AB224,17,2521 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate
22issued under s. 341.14 (6m) (a) or (6r) (b) or a special personalized plate issued under
23s. 341.145 (1) (b) or (c) and upon payment of a fee of $5 for each the plate or, if the plate
24is for a special group specified under s. 341.14 (6r) (f) 35. to 47., $6 for each the plate,
25the department shall issue a replacement.

1Section 50. 341.16 (2) of the statutes is amended to read:
AB224,18,72 341.16 (2) Whenever a current registration plate becomes illegible, the owner
3of the vehicle to which the plate is attached shall apply to the department for a
4replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
5illegibility, and upon payment of a fee of $2 for each the plate, the department shall
6issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
7the illegible plate.
AB224, s. 51 8Section 51. 341.16 (2m) of the statutes is amended to read:
AB224,18,159 341.16 (2m) Upon request therefor and payment of a fee of $10, the department
10may issue an applicant for a replacement plates plate for an automobile registered
11pursuant to the monthly series system a registration plates plate of the design
12specified in s. 341.13 for the plate issuance cycle next succeeding the cycle under
13which the original plates were plate was issued. The department may limit the
14receipt of requests under this subsection to applicants for a renewal registration of
15a motor vehicle.
AB224, s. 52 16Section 52. 341.16 (3) of the statutes is amended to read:
AB224,18,2017 341.16 (3) When issuing a replacement plate, the department may assign a
18new number and issue a new plate rather than a duplicate of the original if in its
19judgment that is in the best interests of economy or prevention of fraud. Upon receipt
20of a replacement plate, the applicant shall destroy all plates the plate replaced.
AB224, s. 53 21Section 53. 341.16 (4) of the statutes is amended to read:
AB224,18,2422 341.16 (4) Any person issued a replacement plates plate who fails to destroy
23the original plates plate as required by sub. (2) or (3) may be required to forfeit not
24more than $200.
AB224, s. 54 25Section 54. 341.265 (1) of the statutes is amended to read:

1341.265 (1) Any person who is a resident of this state and the owner or
2subsequent transferee of a motor vehicle which has a model year of 1945 or earlier
3and which has not been altered or modified from the original manufacturer's
4specifications may upon application register the same as an antique vehicle upon
5payment of a fee of $5, and be furnished a registration plates plate of a distinctive
6design, in lieu of the usual registration plates plate, which shall show in addition to
7the registration number that the vehicle is an antique. The registration shall be
8valid while the vehicle is owned by the applicant without the payment of any
9additional fee. The vehicle shall only be used for special occasions such as display
10and parade purposes or for necessary testing, maintenance and storage purposes.
AB224, s. 55 11Section 55. 341.265 (1m) of the statutes is amended to read:
AB224,19,1512 341.265 (1m) A person who registers an antique motor vehicle under sub. (1)
13may furnish and display on the vehicle a historical plate from or representing the
14model year of the vehicle if the registration and plates plate issued by the department
15are simultaneously carried in the vehicle and are available for inspection.
AB224, s. 56 16Section 56. 341.266 (2) (a) of the statutes is amended to read:
AB224,19,2317 341.266 (2) (a) Any person who is the owner of a special interest vehicle which
18is 20 or more years old at the time of making application for registration or transfer
19of title of the vehicle and who, unless the owner is an historical society that is exempt
20from federal income taxes, owns, has registered in this state and uses for regular
21transportation at least one vehicle that has a regular registration plates plate may
22upon application register the vehicle as a special interest vehicle upon payment of
23a fee under par. (b).
AB224, s. 57 24Section 57. 341.266 (2) (c) of the statutes is amended to read:

1341.266 (2) (c) The department shall furnish the owner of the vehicle with a
2registration plates plate of a distinctive design in lieu of the usual registration plates

, and those plates that plate shall show that the vehicle is a special interest
4vehicle owned by a Wisconsin collector. Upon application, the owner may reregister
5the vehicle without the payment of any additional fee.
AB224, s. 58 6Section 58. 341.266 (2) (d) of the statutes is amended to read:
AB224,20,117 341.266 (2) (d) Each collector applying for a special interest vehicle registration
8plates plate will be issued a collector's identification number which will appear on
9each the plate. Second and all subsequent registrations under this section by the
10same collector will bear the same collector's identification number followed by a
11suffix letter for vehicle identification.
AB224, s. 59 12Section 59. 341.266 (2) (e) 3. of the statutes is amended to read:
AB224,20,1713 341.266 (2) (e) 3. Except as provided in s. 341.09 (7), no special interest vehicle
14may be operated upon any highway of this state during the month of January unless
15the owner of the vehicle reregisters the vehicle under s. 341.25 and replaces the
16distinctive registration plates plate issued under par. (c) with a regular registration
17plates plate or transfers a regular registration plates plate to the vehicle.
AB224, s. 60 18Section 60. 341.266 (3) of the statutes is amended to read:
AB224,20,2219 341.266 (3) In addition to the fee in sub. (2) (b), there shall be an original (first
20time only) processing fee of $50 to defray the cost of issuing the original collector's
21special interest vehicle registration plates plate and to ensure that each collector will
22be issued only one collector's identification number.
AB224, s. 61 23Section 61. 341.267 (2) of the statutes is amended to read:
AB224,21,324 341.267 (2) A driver education vehicle shall be registered as provided in s.
25341.26 (2). If a driver education vehicle is replaced, reassignment of the plate to a

1replacement driver education vehicle shall be made by the department on request
2without payment of an additional fee. The department shall issue plates a plate of
3a distinctive design upon the registration of a driver education vehicle.
AB224, s. 62 4Section 62. 341.268 (2) (a) (intro.) of the statutes is amended to read:
AB224,21,105 341.268 (2) (a) (intro.) Any person who is the owner of a reconstructed, replica,
6street modified or homemade vehicle and who owns, has registered in this state and
7uses for regular transportation at least one vehicle that has a regular registration
8plates plate may upon application register the vehicle as a reconstructed, replica,
9street modified or homemade vehicle upon payment of a fee under par. (b), provided
10that the vehicle is one of the following:
AB224, s. 63 11Section 63. 341.268 (2) (c) of the statutes is amended to read:
AB224,21,1712 341.268 (2) (c) The department shall furnish the owner of the vehicle with a
13registration plates plate of a distinctive design in lieu of the usual registration plates
14plate, and those plates that plate shall show that the vehicle is a reconstructed,
15replica, street modified or homemade vehicle owned by a Wisconsin hobbyist. Upon
16application, the owner may reregister the vehicle without the payment of any
17additional fee.
AB224, s. 64 18Section 64. 341.268 (2) (d) of the statutes is amended to read:
AB224,21,2319 341.268 (2) (d) Each hobbyist applying for a reconstructed, replica, street
20modified or homemade vehicle registration plates plate will be issued a hobbyist's
21identification number which will appear on each the plate. Second and all
22subsequent registrations under this section by the same hobbyist will bear the same
23hobbyist's identification number followed by a suffix letter for vehicle identification.
AB224, s. 65 24Section 65. 341.268 (2) (e) 3. of the statutes is amended to read:

1341.268 (2) (e) 3. Except as provided in s. 341.09 (7), no reconstructed, replica,
2street modified or homemade vehicle may be operated upon any highway of this state
3during the month of January unless the owner of the vehicle reregisters the vehicle
4under s. 341.25 and replaces the distinctive registration plates plate issued under
5par. (c) with a regular registration plates plate or transfers a regular registration
6plates plate to the vehicle.
AB224, s. 66 7Section 66. 341.268 (3) of the statutes is amended to read:
AB224,22,128 341.268 (3) In addition to the fee in sub. (2) (b), there shall be an original (first
9time only) processing fee of $50 to defray the cost of issuing the original hobbyist's
10reconstructed, replica, street modified or homemade vehicle registration plates plate
11and to ensure that each hobbyist will be issued only one hobbyist's identification
12number.
AB224, s. 67 13Section 67. 341.27 (3) (a) of the statutes is amended to read:
AB224,22,2114 341.27 (3) (a) Except as provided in s. 341.28 (2) (c), if the applicant holds a
15current registration plates which were plate that was removed from an automobile
16which the applicant no longer owns or which has been junked, is no longer used on
17the highways or has been registered as a special interest vehicle under s. 341.266 (2)
18(a) or a reconstructed, replica, street modified or homemade vehicle under s. 341.268
19(2) (a), and the plates were plate was issued under the monthly series system, the
20department shall register the automobile which is the subject of the application for
21the remainder of the unexpired registration period.
AB224, s. 68 22Section 68. 341.27 (3) (b) of the statutes is amended to read:
AB224,23,323 341.27 (3) (b) If the applicant does not hold a current registration plates plate
24under the circumstances described in par. (a) and the application is an original
25rather than renewal application, the department may register the automobile which

1is the subject of the application for such period or part thereof as the secretary
2determines will help to equalize the registration and renewal workload of the
3department.
AB224, s. 69 4Section 69. 341.28 (2) (intro.) of the statutes is amended to read:
AB224,23,115 341.28 (2) (intro.) If the applicant for registration holds a current registration
6plates which were plate that was removed from an automobile which the applicant
7no longer owns or which has been junked, is no longer being used on the highways
8or has been registered as a special interest vehicle under s. 341.266 (2) (a) or a
9reconstructed, replica, street modified or homemade vehicle under s. 341.268 (2) (a),
10and the plates were plate was issued under the monthly series system, the applicant
11is exempt from the payment of a registration fee, except in the following cases:
AB224, s. 70 12Section 70. 341.28 (2) (a) of the statutes is amended to read:
AB224,23,1913 341.28 (2) (a) If the annual fee prescribed for the automobile being registered
14is higher than the annual fee prescribed for the automobile from which the plates
15were
plate was removed, the applicant shall pay a fee computed on the basis of
16one-twelfth of the difference between the 2 annual fees multiplied by the number of
17months for which the automobile which is the subject of the application is being
18registered. The start of the new registration, for the purpose of computing the fee,
19shall be determined in accordance with sub. (7).
AB224, s. 71 20Section 71. 341.28 (2) (b) of the statutes is amended to read:
AB224,24,1121 341.28 (2) (b) If the automobile which is the subject of the application was
22owned by the applicant at the time of and on or before the 15th day of the month in
23which the transfer, discontinuance of use on the highways, junking or registration
24under s. 341.266 (2) (a) or 341.268 (2) (a) of the other automobile occurred and was
25not currently registered at the time of such transfer, discontinuance of use on the

1highways, junking or registration under s. 341.266 (2) (a) or 341.268 (2) (a), the
2applicant shall pay a fee to be computed as provided in subs. (3) to (5) but shall receive
3a credit for the unused portion of the current registration. The credit shall be
4computed on the basis of one-twelfth of the annual fee paid for the vehicle from which
5the plates were plate was removed multiplied by the number of months remaining
6in the registration period represented by the removed plates plate, including the
7month during which the applicant transferred, discontinued to use on the highways,
8junked or registered under s. 341.266 (2) (a) or 341.268 (2) (a) the automobile from
9which the plates were plate was removed if the transfer, discontinuance of use on the
10highways, junking or registration under s. 341.266 (2) (a) or 341.268 (2) (a) occurred
11on or before the 15th day of the month.
AB224, s. 72 12Section 72. 341.28 (2) (c) of the statutes is amended to read:
AB224,24,1613 341.28 (2) (c) The credit or plate transfer provisions authorized under this
14subsection do not apply if the applicant has, within the preceding 12 months,
15transferred or received credit for a registration plate plate removed from the
16automobile which is the subject of the application.
AB224, s. 73 17Section 73. 341.28 (3) of the statutes is amended to read:
AB224,24,2418 341.28 (3) If the applicant does not hold a current registration plates plate
19under the circumstances described in sub. (2) and the automobile which is the subject
20of the application has not previously been registered in this state by the applicant,
21the fee payable by the applicant shall be computed on the basis of one-twelfth of the
22annual fee multiplied by the number of months for which the automobile is being
23registered, the start of such registration period to be determined in accordance with
24sub. (7).

AB224,25,167 341.29 (2) If an application for registration of a vehicle subject to registration
8on an annual or biennial basis is received less than 2 months prior to the beginning
9of any registration period and the vehicle is not registered in this state at the time
10of application and the applicant desires to register for the succeeding registration
11period as well as for the remainder of the current period, the department upon
12registering the vehicle shall issue a registration plates plate designed for the
13succeeding registration period rather than for the current period Such plates also
14serve
The plate also serves during the remainder of the current registration period
15as lawful evidence of the registration of the vehicle. This subsection does not affect
16computation of fee payable by the applicant.
AB224, s. 76 17Section 76. 341.295 (3) (a) of the statutes is amended to read:
AB224,25,2318 341.295 (3) (a) If the applicant holds a registration plates which were plate that
19was
removed from a vehicle under s. 341.31 (4) (c), 342.15 (4) (a) or 342.34 (1) (c) or
20(2) (c), and the plates were plate was issued under the monthly series system, the
21department shall register a replacement vehicle of the same type and gross weight
22which is the subject of the application for the remainder of the unexpired registration
23period.

AB224,26,1812 341.31 (4) (b) A person retaining a set of plates plate removed from a vehicle
13under s. 342.15 (4) (a) or 342.34 (1) (c) or (2) (c) and which was junked or transferred,
14is no longer used on the highways or has been registered as a special interest vehicle
15under s. 341.266 (2) (a) or a reconstructed, replica, street modified or homemade
16vehicle under s. 341.268 (2) (a) may receive credit for the unused portion of the
17registration fee paid when registering a replacement vehicle of the same type and
18gross weight.
AB224, s. 80 19Section 80. 341.31 (4) (c) of the statutes is amended to read:
AB224,26,2220 341.31 (4) (c) A person retaining a set of plates plate removed from a motorcycle
21may receive credit for the unused portion of the registration fee paid when
22registering a replacement motorcycle.
AB224, s. 81 23Section 81. 341.31 (6) of the statutes is amended to read:
AB224,27,224 341.31 (6) The credit or plate transfer provisions authorized under this section
25do not apply if the applicant has, within the preceding 12 months, transferred or

1received credit for a registration plates plate removed from the motor vehicle which
2is the subject of the application.
AB224, s. 82 3Section 82. 341.32 (1) of the statutes is amended to read:
AB224,27,164 341.32 (1) Whenever the construction or the use of a registered vehicle is
5changed in a manner making the vehicle subject to a different registration fee than
6the fee for which the vehicle currently is registered, the owner shall immediately
7make application for reregistration. The fee payable upon such reregistration shall
8be computed as for a vehicle not previously registered in this state but a credit shall
9be allowed for the unused portion of the fee paid for the previous registration if the
10registration plates plate issued upon the previous registration are is returned to the
11department. The credit shall be computed on the basis of one-twelfth of the annual
12registration fee or one twenty-fourth of the biennial registration fee prescribed for
13the vehicle as previously registered multiplied by the number of months of
14registration which have not fully expired on the date the vehicle became subject to
15the different fee. The credit may be applied toward the reregistration of the vehicle
16only up to the date when the previous registration would have expired.
AB224, s. 83 17Section 83. 341.33 (2) of the statutes is amended to read:
AB224,28,318 341.33 (2) The department shall refund the unused portion of a registration fee
19paid for the registration of a vehicle owned by a person who is entering active service
20in the naval or military forces of the United States if the person makes application
21for such refund upon a form prescribed by the department, furnishes such proof as
22the department may require that the vehicle will not be operated in this or another
23state during the remainder of the period for which the vehicle is registered, and
24returns to the department the certificate of registration and registration plates plate.
25The refund shall be computed on the basis of one-twelfth of the annual registration

1fee or one twenty-fourth of the biennial registration fee paid for the vehicle,
2multiplied by the number of full months remaining in the period for which the vehicle
3is registered when the vehicle ceases to be operated.
